What it does not have, compared to Honduras, Guatemala or El Salvador, is the same scale of vertically integrated, export-volume garment manufacturing built specifically around US replenishment programs.
The origin-rule question that actually decides this
This is the point most buyers miss, and the answer surprises people.
Central American apparel exporters operate under CAFTA-DR, whose textile provisions apply a "yarn-forward" rule of origin: the yarn, not just the finished garment, has to originate in the region for the garment to enter the US duty-free. Colombia's access runs through a different agreement, the US-Colombia Trade Promotion Agreement â but that agreement uses the same yarn-forward standard, with production from the yarn stage forward required to take place in the United States, Colombia, or both. There are limited exceptions, including a short-supply list for inputs not commercially available in the region.
So the framework is not the differentiator most people assume it is. Both routes demand regional yarn. The real question is narrower and more practical: where does your yarn and fabric actually come from today, and can the country you're considering supply it? A Colombian cut-and-sew shop working from Asian fabric does not get you duty-free entry, and neither does a Honduran one. That is an origin analysis for a customs broker on your specific bill of materials â but you should walk into that conversation knowing the rule applies on both sides.
What to ask suppliers in this category
- Where does the fabric and yarn come from, specifically â country of origin for each major input?
- Has the company shipped apparel to the US before, and does it have experience with the relevant customs documentation?
- What is its cut-and-sew capacity, and what is the minimum order per style and color?
- Does it have any existing private-label or contract manufacturing relationships it can speak to, without naming confidential clients?
